State licenses from agencies such as the Department of Business and Professional Regulation are separate. Both the city and county receipts cover one fiscal year, from October 1 through September 30.
Which Receipts Does Your Business Need?
The answer depends on where you operate, not on your mailing address. Large parts of the area carry a West Palm Beach postal address but sit in unincorporated Palm Beach County.

What the City Receipt Really Does
The city receipt is tied to land use. Before the city issues it, staff confirm that your type of business is allowed at your address. Depending on what you do, the city may also send Zoning, Code Enforcement, or Fire inspectors. Those inspections must pass before you get the receipt.
Some businesses also need a Certificate of Use, or COU. The COU costs $50 for the first year and $20 for each renewal. The city issues it together with the BTR. A business tax can be exempted in some cases, but a COU cannot.
What the County Receipt Really Does
The county receipt is mostly a tax record. The Tax Collector does not inspect your location. Instead, the county relies on other offices. Its application states that no receipt will be issued until zoning, licensing, fire, and health requirements are met.
That reliance is the reason for the order. Inside West Palm Beach, the city confirms zoning. So the county waits for the city.
How to Get Both Receipts in the Right Order
Apply to the city first and the county second. Doing it backward only adds delay, because the county needs the city’s zoning signature.
- Confirm your jurisdiction. Look up the address on the Property Appraiser website and check the municipality.
- Set up the business. Register your business name with the Florida Division of Corporations. Get an EIN from the IRS if you need one. Secure any state license your trade requires.
- Send the city application. Email the Business Tax application to businesstax@wpb.org, or bring it to the first floor lobby of City Hall at 401 Clematis Street. Use the Rental Tax application instead if you rent out property.
- Pass inspections and pay the city. City staff assign an account number and tell you which inspections apply. Pay online once the account is ready. The city portal accepts Visa and Mastercard only.
- Get the zoning sign off. After the city receipt is issued, city staff sign Section 2 of your county application. You can do this at City Hall or by email with the subject line “Zoning Sign Off.”
- File with the county. Submit the signed application to the Palm Beach County Tax Collector online, by mail, or at a service center. Pay the county tax when the office contacts you.
- Keep both receipts on site. Store copies with your tax records too.
What the City Asks For
The city lists these minimum items for a new application:
- A completed and signed application
- A Social Security number, FEIN, or ITIN
- Your business name registration from the Florida Division of Corporations
- A copy of your state license, if your business requires one
- A notarized Home Occupation Affidavit for a home based business, signed by the business owner and the property owner
If You Are in Unincorporated Palm Beach County
You skip the city steps. Zoning approval comes from Palm Beach County Planning, Zoning and Building instead. The current county application states that a home based business in the unincorporated area needs no zoning approval. You then file with the Tax Collector as usual.
If You Rent Out Property
The city treats rentals as their own category. Landlords file the Rental Tax application, and rentals also need a Certificate of Use. What Each Receipt Costs
Neither government charges one flat fee. Both set the tax by business classification, so a retail shop, a contractor, and a consultant can each owe a different amount.
Plan for these cost layers in your first year:
- City business tax. The rate comes from the schedule in City Code Section 82-163. Retail and wholesale businesses are taxed partly on inventory, and the city may ask for an inventory affidavit.
- City inspection fees. New applications carry one time inspection fees.
- Certificate of Use. $50 in year one and $20 each year after, where a COU applies.
- County business tax. Set by classification. A new county receipt issued from April through September is prorated to six months.
Both taxes are not refundable once paid. Ask each office for your exact figure before you budget. The city assigns your classification when it reviews the application.
Renewal Dates and Late Penalties
Both receipts expire on September 30 every year. Both renew from July 1 through September 30. Both become delinquent on October 1.

The county penalty rises 5% each month until it reaches 25% of the tax. A $250 fine can follow under Florida Statute 205.053. One point trips up many owners. You get two renewal notices and must make two payments. Paying the county does not renew the city receipt, and paying the city does not renew the county receipt.
Who Is Exempt From the Fee?
Florida Statutes 205.055 and 205.162 exempt certain owners from the business tax. The city lists these groups:
- A person with a physical disability who cannot perform manual labor, uses less than $1,000 of capital, and has no more than one employee
- A person age 65 or older who uses less than $1,000 of capital and has no more than one employee
- A widow or widower with minor dependents who meets the same capital and employee limits
- An honorably discharged veteran, or the spouse or unremarried surviving spouse, who owns a majority interest in a business with fewer than 100 employees
- The spouse of an active duty service member relocated under a permanent change of station order
- A person receiving public assistance, or with household income below 130% of the federal poverty level
Charitable and religious organizations may also qualify. An exemption removes the tax, not the paperwork. You still apply for the receipt, and you must provide proof. In West Palm Beach, COU fees can still apply to an exempt business.
When You Move, Sell, or Close
A business tax receipt belongs to one owner at one address. Changes trigger new filings with both offices.
- New location. The county requires a new receipt when you relocate. The city reviews zoning for the new address before it updates yours.
- New owner. Report the ownership change to the city and county. The city application has a box for it.
- Closing. Tell both offices in writing. Open accounts keep producing renewal bills and penalties.
